Tied aid is the process in which one country or organization gives money or aid to another country but places conditions on how that aid is to be used, where the resources must be acquired from, and how that aid must be implemented. For example, if the USA donates five million dollars for condom purchase to Malawi, they might place the condition that the condoms must be bought by US condom manufacturers, and shipped to Malawi on US airplanes. This ensures that the US benefits from the aid that is given to developing countries; however, tied aid devalues the actual benefit of that aid to the recipient country by 25% to 40%. This policy also makes it difficult for developing countries to find local solutions to problems, which might also create a dependency of the developing country on the developed country. By restricting money to purchasing condoms from Western manufacturers, international aid might actually inhibit a developing country’s ability to help themselves by creating a major roadblock to local people who want to create a condom factory in their own country. A local factory could in turn benefit the local economy and decrease poverty, reducing one of the key incubating factors in HIV/AIDS infection.
